Disability Requirements

Disability for VA has three levels of pension rates that elevate payments based on the participant's disability. They are (1) basic, (2) housebound, and (3) aid and attendance.

Basic Pension

Basic Pension is available for veterans or unremarked surviving spouses of veterans who have low income and are age 65 or older.

Housebound Pension

Housebound Pension is an "enhanced" pension available when the applicant is substantially confined to his or her immediate premises because of permanent disability.

Aid and Attendance

Aid and Attendance is the highest "enhanced" pension. It's available when the applicant meets one of these conditions:
  • Requires the aid of another person to be able to bathe, eat, dress, toilet, adjust prosthetic devices, or avoid the hazards of normal living arrangements;
  • Is bedridden;
  • Is a patient in a nursing home due to mental or physical incapacity; or
  • Has eyesight limited to a corrected 5/200 visual acuity or less in both eyes; or concentric contraction of the visual field to 5 degrees or less.
